1. BACKGROUND

The Institute for Educational Planning and Administration (IEPA) is a UNESCO Category II Centre of Excellence for the West African sub-region, located at the University of Cape Coast- Cape Coast. As part of its mandate, it is collaborating with VVOB (which has evolved from a complex (Dutch) acronym to a stand-alone concept meaning education for development) on the African Centre for School Leadership (ACSL) project. The project requires a Strategic Education Advisor, Gender & Equity for efficiency. Applications are invited from suitably qualified people for appointment to the position below:

2. POSITION DESCRIPTION

a.    Position Title: Strategic Education Advisor, Gender & Equity

b.    Job Level: Managerial/Executive

c.     Location: University of Cape Coast, Cape Coast, Ghana

d.     Reports to: Director- General (DG) of IEPA

3. PURPOSE OF THE FUNCTION

The Strategic Education Advisor, Gender & Equity for the African Centre for School Leadership would contribute to the ambition and values of IEPA & VVOB by being the key person on the interlinkage between gender and equity on the one hand, and school leadership and continuous professional development (CPD) in Africa, on the other hand. He/She would provide technical and strategic advice and guidance on the domain of gender & equity to the African Centre for School Leadership and its regional partners.

 

 4. RESPONSIBILITIES:

The Strategic Education Advisor in the field of Gender & Equity, would be responsible for mainstreaming gender & equity approaches into the activities of the Centre on the one hand, and leading gender & equity focused activities on the other hand, in line with the four focus areas of the Centre: 1) Policy development, 2) Professional Development (Development and Delivery), 3) M&E and research and 4) Knowledge mobilization, communication and advocacy. Additionally, He/She would perform the following:

o   Conduct a gender analysis and lead the development of a gender mainstreaming framework for the African Centre for school leadership.

 

o   Work together with the Strategic Education Advisor School Leadership on the development of CPD content on gender and other equity related topics for school leadership, in co-creation with our partners, stakeholders and relevant experts.

 

o   Support the Regional Coordinator to strengthen our CPD partners in the development and (blended) delivery of content on gender and other equity related topics for school leadership through co-creation workshops, exposure visits, sharing of best practices, development of facilitation guides, among others.

 

o   Support the Strategic Education Advisor M&E and Research on research work (e.g., needs assessment of CPD partners, research framework, among others) in the field of gender and other equity related topics for school leadership in Africa.

 

o   Support the Strategic Education Advisor Advocacy and Communication on developing content for communication (e.g., website, video, social media and other digital platforms) and contribute to the dissemination of findings and results (e.g., international conferences, seminars, workshops, and other events) on gender and other equity related topics for school leadership.

 

o   Build and maintain a strong network with experts and other partners in the field of gender and other equity related topics for school leadership in the African region.

 

o   Advocate for educational policies and initiatives at regional and national levels that remove barriers for women to take up leadership positions within education systems.

 

o   Support the reporting of ACSL to donors and the formulation of new projects, including proposal writing, from an evidence-based and evidence-generating perspective.

 

o   Keep abreast of policy trends, new developments and latest research and thinking related to the four core support areas of the Centre and IEPA/VVOB’s mission in general.

 

 

5. QUALIFICATIONS & EXPERIENCE

 

Ö        A Relevant master’s or doctoral degree

Ö        At least 5-10 years international (working) experience:

§  You obtained your master’s degree from a reputable university locally or abroad, and/or

§  You have working experience related to this vacancy.

Ö         A Minimum of five (5) years experience in programme and/or project management preferably in an international development cooperation, in particular in the education sector and working closely with external stakeholders, preferably with multiple partners.

 

Ö        Working experience in the field of gender & equity and in-depth understanding of the latest international developments and research on equity & gender. Experience related to school leadership and continuous professional development are a plus.

 

Ö        English proficiency: CEFR level C1

7. TERM OF OFFICE

a.    The appointment shall be for full-time fixed term contract for one (1) year, with the possibility of extension depending on the availability of further donor funding for the African Centre for School Leadership.

b.    Suitable candidates should not be more than 55 years old at the time of application.
